The new measures will also require households of five or more from separate families to obtain a licence to prove they’re not illegal migrants.
It will bring an extra 160,000 additional rental properties under mandatory licensing rules.
The new tougher rules will also set up a database of rogue landlords.
It will be used to automatically ban people who have been convicted of offences such as burglary, and stalking from becoming landlords.

The Government is also providing a new £12million fund for councils to take enforcement action in hotspot areas.
