BRITAIN will be able to spend its £13billion overseas aid budget on rich countries hit by humanitarian crises such as Hurricane Irma in a big win for Theresa May.
The Paris-based OECD agreed “short-term support” in catastrophic events would be allowed regardless of the wealth of countries such as the British Virgin Islands.
