And he will say: “While the British Government champions some human right issues, on others it is silent, if not complicit, in their violation.”

The Labour leader will also urge the western world to drop a “bombs first, talk later” approach to ending conflict as he calls for a “new approach” to global issues.

His biggest attack will centre on the “tiny corporate elite” with “unaccountable wealth and power” – saying there is a once in a generation opportunity to build a new economic model.
