HMRC is preparing for a no deal scenario in Brexit talks, Philip Hammond has revealed.
The Chancellor said he had been assured that a “working system” for collecting tariffs and other customs arrangements will be up and running from day one as he warned that even a few minutes' delay for lorry border checks at Dover would cause “significant disruption”.
