GRADUATES in their 40s and 50s should pay a new tax so youngsters can go to university, a radical think tank blueprint claims.

The Centre for Learning and Life Studies said an “all-age graduate tax” of up to three per cent of annual income would help slash the cost of studying for today’s late teens.
