THE woman who leads the country has given her Chancellor a brutal ultimatum: “Tear up your useless Budget and start again or . . . you get the chop.”

The date is March 1981. The Prime Minister is Margaret Thatcher. Her Chancellor is Sir Geoffrey Howe. Only four people were present at this terse, late-night exchange in the PM’s Downing Street flat.
